The County of OrangeHousing & Community Development & Homeless Prevention (HCA/HP) is a division of Orange County Community Resources that administers affordable housing, community development, housing authority and homeless prevention programs.

THE OPPORTUNITY:
Orange County Housing & Community Development & Homeless Prevention is seeking a person with strong project management skills and experience that can be applied to managing complex development projects and housing-related programs.  This position is a supervisory management position, with a high degree of responsibility to ensure that all available County and private resources are used efficiently and effectively to create viable affordable housing opportunities.  This position reports directly to the Housing & Community Development Manager as a key member of a small and interactive professional team.  While the concept of a team is vital, the position is also required to be able to independently operate and initiate in order to complete multiple tasks.

This position helps to plan, review, analyze, and develop funding recommendations and policies to finance acquisition/review of potential land opportunities for a wide variety of affordable housing developments.  Under direction, it plays a lead role in administering the funding of projects and programs, including threshold review, underwriting and loan closing.  This includes working with developers, lenders, public agencies, and County of Orange departments and commissions, through all stages of development from initial approvals/commitments through completion.  The ability to present forthright and factual information before committees, commissions, department management, and the Orange County Board of Supervisors in a professional and responsible manner is a highly desirable trait for this position. 

Under minimal supervision, the successful candidate will also develop, secure, analyze, and recommend financing for the development of affordable rental housing, including new construction and rehabilitation; review requests for funding; conduct feasibility analysis; negotiate loan terms and conditions; present staff recommendations for financing approvals; review and monitor the loan development process; provide project management expertise and technical assistance in funding/closing loans; conduct housing policy analysis and recommend housing policies/programs; develop and review contracts for approval by department management; and do other related work as required.  Other major responsibilities include administration of the County's Rental Housing and/or Permanent Supportive Housing Notice of Funding Available (NOFA), and homeownership program and participation in formulating policies/processes for financing procedures, program development, compliance, and monitoring. 

THE IDEAL CANDIDATE:
The ideal candidate will possess a Bachelor's Degree in Public Administration, Public Policy, Finance, Business Administration, Economics, Political Science, Urban Planning, or other related field and have five (5) years of progressively responsible experience in the field of affordable housing and/or community development, policy and affordable housing/community development finance or real estate development.  Education in a related field may be able to substitute for some of the required experience.  In addition, the ideal candidate will also possess demonstrated expertise in the following competencies:

  • Understands federal, state and/or conventional financing programs applicable to relocation, rehabilitation, redevelopment and/or new construction;
  • Implements methods, techniques and procedures involved in preparing, negotiating and processing funding applications;
  • Creates and maintains housing and community development policy
  • Manages complex projects, including contract creation, final draw down, and close out
  • Prepares and analyzes financial pro forma's with varying degrees of complexity

RECRUITMENT PROCESS:
Human Resource Services (HRS) screens all applications to identify the candidates who meet the qualifications for the position based on the skills required to meet the needs of the County of Orange.  After the initial screening, those who meet the desirable qualifications will be referred on to an Oral Interview.

Oral Interview (Weighted 100%) | Technical Communication Skills Assessment
Candidates who have met the desirable qualifications as outlined within the job bulletin will be invited to participate in an oral interview.  These candidates will be interviewed and rated by a panel of job knowledge experts.  Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.  Only the most successful candidates will be placed on an eligible list.

Based on the Department's needs, the selection procedures above may be modified.  Candidates will be notified of any changes in the selection procedures. 

Eligible List:  Once the assessment has been completed, HRS will establish an eligible list of candidates.  Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
