SUBJECT: Department of Defense Reform Initiative Directive #27 - DoD Computer Forensics Laboratory and Training Program
Effective immediately, the Air Force is directed to establish a joint DoD Computer Forensics Laboratory and Training Program. The computer lab will be responsible for counterintelligence, criminal and fraud computer evidence processing, analysis, and diagnostics. The training program will provide computer investigation training to individuals and DoD elements that must ensure Defense information systems are secure from unauthorized use, counterintelligence, criminal and fraudulent activities.
The Air Force, as the Department’s Executive Agent for the DoD Computer Forensics Laboratory and Training Program, is directed to manage the Navy curricula development, the Army distance learning capabilities, and the Air Force computer forensics laboratory efforts. The Commander, Air Force Office of Special Investigations (AFOSI), in coordination with the Defense Criminal Investigative Organization (DCIO) Enterprise-wide Working Group, is directed to develop a plan for the implementation of the DoD Computer Lab and Training Program. The plan shall be provided by March 30, 1998 to the Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (OASD C3I) for review and approval.
Funding of the DoD Computer Lab and Training Program will address the Appropriation Conferees direction on this issue, and comply with Section 907 of the National Defense Authorization Act for FY 1998. The DCIOs and associated Agencies are directed to provide appropriate staffing and funding for FY 1998 and FY 1999 start-up costs, and are directed to sign a memorandum of agreement (MOA) on a reimbursable basis with AFOSI for FY 1998 and FY1999 costs. The DCIOs and associated Agencies are to identify funds in the FY 2000 budget that are to be realigned to the Air Force. The DoD Components are directed to give AFOSI their full cooperation and support. The MOA shall be coordinated with the appropriate Service/Agency Comptroller organizations including the Office of the Under Secretary of Defense (Comptroller).
Furthermore, I direct the DCIO Enterprise Working Group to review consolidation of other forensic activities, separate from the computer forensic laboratory and training program. The results of the review will be provided to the OASD (C3I) no later than March 15, 1999.
