Summary

King County International Airport/Boeing Field (KCIA) is searching for an exceptional leader to serve as its Airport Division Director. King County is one of America's fastest-growing regions and Executive Dow Constantine is building partnerships and working with employees to meet the key challenges facing the Pacific Northwest in the 21st Century -- regional mobility, equity and social justice, and climate change.

The Airport Division Director will play a key role in advancing high visibility aviation-related projects that address these challenges. Many projects and initiatives pursued by the airport division have far-reaching economic implications.

ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD)

KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 200,000 aircraft operations each year. In 2001, it was named by the National Air Transportation Association as one of the "100 Most Needed Airports" in the United States.

KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. The airport's 150 tenant businesses also directly support more than 5,000 jobs in the local economy. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development.

As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently is host to celebrities and dignitaries, including the President of the United States, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to CenturyLink Field, Safeco Field, and other sports venues, many teams prefer to use KCIA when playing in Seattle.

KEY DELIVERABLES AND EXPECTATIONS

Currently reporting to the Director of Transportation, the Airport Division Director is responsible for providing collaborative leadership and a clearly articulated vision for a division responsible for managing the daily operations of the airport. There is a proposed reorganization under consideration by the King County Council to move the Airport Division to the Department of Executive Services (DES) effective January 2019.  DES provides most internal services to county government including facilities management, financial management, and risk management.

 THE AIRPORT DIRECTOR WILL: 
  • Direct daily operational needs of the division including fiscal management, labor relations, and organizational skills to effectively lead division employees, manage an appropriated biennium operating budget of $32 million and a $40 million six-year capital improvement program;
  • Responsible for directing a general aviation airport and maintaining FAA certification;
  • Lead senior management team responsible for airport operations; runway design and construction; emergency response; intergovernmental and community relations; and administrative services;
  • Direct the development and implementation of the Airport Master Plan, strategic goals, vision, workforce management, performance measures, strategies, policies, best practices, and initiatives;
  • Direct and shape systems to promote an organizational culture that supports continuous improvement (Lean) and embraces equity and social justice;
  • Direct and provide day-to-day leadership to the division;
  • Foster a culture of innovation and sustained change with a strong sense of how to develop and offer new products and services;
  • Leverage the County's information and business intelligence systems to drive operational improvements with a focus on performance, measurement, and accountability; and
  • Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value to our customers and community.
THE IDEAL CANDIDATE FOR THIS ROLE WILL:
  • Have a strong background in airport senior management and operations including fiscal management, economic development, technical airport operations, maintenance and procedures; and administrative and field operations;
  • Have worked collaboratively with the FAA at the local, regional, and National Level;
  • Bring a strong background in directing and providing strategic leadership to large, highly unionized, and multi-faceted airport organizations, including working collaboratively at all levels;
  • Have an exceptional record of successfully managing, developing, and/or implementing strategic initiatives, policies, systems to achieve these outcomes;
  • Be customer-focused and culturally aware. Be comfortable advising and partnering with senior and executive-level management about complex initiatives, policies, and issues;
  • Be skilled in engaging and building relations with community leaders and organizations.
  • Understand how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams;
  • Have strategies and ideas to continue to build on a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future; and
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous and political environment.

COMPENSATION AND HOW TO APPLY
