Why do we need a Neighbourhood Plan?
Residents' Control & Influence
A Neighbourhood Plan gives residents the opportunity to have a say in how the nieghbourhood develops, ensuring future development aligns with community needs and aspirations.
Planning & Development Guidance
The Plan sets out policies on multiple aspects including housing, infrastructure, green spaces, transportation and more. It can influence the type, design and location of developments promoting sustainable growth while protecting valued aspects of the village.
Legal Weight
Once adopted, a Neighbourhood Plan becomes legally binding. Local planning authorities must consider the Plan when making decisions. This carries more weight than other community-led initiatives.
Summary Update
The Steering Group has appointed a specialist planning Consultant - Collective Community Planning. With their help, we have secured funding for the first phase. Each financial year (April - March) we must apply for separate funding.

The initial report has been provided by the Consultant, you may view this from the Useful Information page, here.
The residents' survey is open until the end of May. Paper copies are available at Mandairs and the Pharmacy.

AECOM toured the village in March and provided a Housing Needs Assessment, and a Design Codes report will follow.
A community event will be planned for September to share the survey results with the community.
It is estimated that the Neighbourhood Plan will be finalised around November 2025.
The next Steering Group meeting is scheduled for 27th June.
Information and surveys are available on this website, on the Facebook Group page and the Parish Council website. There are posters located around the village with QR codes linking to the survey. Please complete this online if you can.

The Steering Group needs more volunteers to help share the work and to act as a voice for the villagers. Experience is not required, however you will need to be a Newborough/Borough Fen resident and maintain an objective perspective. For more information on what's involved with Group membership, see the Steering Group page.
