Master Plan 2023
A Master Plan is the road map for a town’s path forward into the future. It considers the community’s shared vision and goals for our town and sets forth a recommended set of strategies and actions to achieve them for the next ten years. This community-created document ensures that future decisions made by our town councils, boards, and developers are aligned with the community’s priorities.
Purpose of the Master Plan
- Determine what’s changed since the last Master Plan that was created in 2002.
- Understand the existing conditions of the community, identify what issues the community needs to plan for and address over the next twenty years.
- Identify focus areas and actions for future land use: such as in zoning, regulatory initiatives, natural resource protection, town infrastructure investment, and capital improvements to achieve the community’s vision.
- Address contemporary issues such as housing supply, population growth, land conservation, and climate change.

This public hearing is an opportunity for you to actively participate in shaping the direction of our community. Your insights, concerns, and suggestions will help ensure that the Master Plan reflects the diverse needs and aspirations of our residents and stakeholders.
Master Planning Process
- A Master Plan Subcommittee has been formed to help guide the update and will work with consulting firm, Resilience Planning and Design.
- This project will begin with an analysis of the community's existing land uses, resources, trends, and issues to inform a vision for the future.
- Community surveys will be made available as well as outreach activities at community events such as Pelham' Farmer's Market, Old Home Days, and season celebrations.
