Democratic Co-Determination of Unemployed People in matters of Labour Market Policy in Europe. Respect the human rights of the unemployed instead of activation programs from the top!

The European Commission (EK) has started a “public consultation on provision of services for long term unemployed” on Feb 19th 2015, which will end already on May 15th 2015.

The affected people are systematically excluded because the questionnaire and the attached information are provided in the English language only, the questions are one-sided and manipulative and the self organizations of the affected are not included and the unemployed are not even addressed as target group, nor are they informed.

Instead of creating jobs, distribute work newly (reduction of working hours) or to ensure the human right of supported livelihood, the European Commission wants to further deprive the unemployed of their rights and impose in a power imbalance binding, individual “Agreements” and to strengthen the “activation” from the top through interlinkage of the “providers” without involvement of the unemployed and so put the blame of unemployment onto the victims of the European economic policy.

The simplest and most effektive quality assurance is also the voluntariness and full democratic involvement of the unemployed as equal partners!

This undemocratic policy is against all employees of Europe because of the attempt to push all people with all means onto the neoliberal labour market, where pressure is rising continuously to sell oneself as commodity labourer for any price.

We, therefore, demand:

• New start of the public Consultation with full participation of the initiatives of the unemployed in Europe.
• Consultation and information of the EU always in all languages of member countries (incl. languages of the minorities) as well as the most important languages of immigrants. Submissions also on paper and Braille!
• Support of build up and interlinkage of initiatives of unemployed in Europe so that unemployed have finally their own voice!
• Preparation of binding standards for the labour market policy that conform to human rights and standards for the complete democratic codetermination and self representation of the unemployed in the labour market policies at all levels in Europe.
• Independent and critical extraordinary review of the labour market policy in the EU, especially of the “activation regime” and the regime of sanctions.
• Action plan to implement human rights, especially the abolition of the permanent threat to livelihood by sanctions (cut of benefits).
• Expanding the scope of EU´s Fundamental Rights Agency to social rights.

Demokratische Mitbestimmung Erwerbsarbeitslose in die Arbeitsmarktpolitik und Menschenrechte der Arbeitslosen achten statt bürokratische Aktivierungsprogramme von oben herab!

Praktisch unter Ausschluss der Öffentlichkeit hat die Europäische Kommission (EK) am 19.2.2015 eine „öffentliche Konsultation über die Bereitstellung von Dienstleistungen für Langzeitarbeitslose“ gestartet die bereits am 15.5.2015 wieder endet.

Die Betroffenen werden dabei systematisch ausgeschlossen, weil der Fragebogen und dazugeörige Informationen nur in Englisch angeboten werden, die Fragestellungen einseitig und manipulativ sind und die Betroffenenselbstorganisationen nicht einbezogen worden sind und die Arbeitslosen auch nicht einmal als Zielgruppe angesprochen und informiert werden.

Statt Arbeitsplätze zu schaffen, Arbeit neu zu verteilen (Arbeitszeitverkürzung) oder das Menschenrecht auf Existenzsicherung endlich zu gewähleisten, will die Europäische Kommission die Arbeitslosen weiter entrechten und in einem Machtungleichgewicht verpflichtende, individualisierte "Vereinbarungen"  aufzwingen und die "Aktivierung" von Oben herab durch Vernetzung der "Anbieter" ohne Einbeziehung der Arbeitslosen verstärken und so die Opfer der europäischen Wirtschaftspolitik die Schuld an der Arbeitslosigkeit zuschieben.

Die einfachste und effektivste Qualitätssicherung ist zudem die Freiwilligkeit und volle demokratische Einbeziehung der Arbeitslosen als gleichberechtigte Partner!

Diese undemokratische Politik ist gegen alle ArbeitnehmerInnen Europas gerichtet, weil versucht wird, alle Menschen mit aller Gewalt auf den neoliberalen Arbeitsmarkt zu drängen wo der Druck beständig steigt, sich als Ware Arbeitskraft um jeden Preis zu verkaufen.

Wir fordern daher:

• Neustart der Öffentlichen Konsultation unter voller Mitsprache der Arbeitsloseninitiativen Europas
• Konsultationen und Informationen der EU immer in allen Landessprachen (inklusive Minderheitensprachen) sowie in den wichtigsten Sprachen der EinwanderInnen. Eingaben auch in
• Papierform und Blindenschrift!
  Förderung des Aufbaus und der Vernetzung von Arbeitsloseninitiativen in Europa damit Erwerbslose endlich eine eigene Stimme haben!
• Entwicklung menschenrechtlicher Standards für die Arbeitsmarktpolitik und Standards für die volle demokratische Mitsprache und Selbstvertretung der Erwerbsarbeitslosen in der Arbeitsmarktpolitik auf allen Ebenen in Europa.
• Unabhängige und kritische Sonderprüfung der Arbeitsmarktpolitik in der EU, insbesondere des „Aktivierungsregimes“ und des Sanktionenregimes.
• Aktionsplan zur Umsetzung der Menschenrechte insbesondere zur Abschaffung der permanenten Existenzbedrohung durch Sanktionen (Bezugssperren).
• Erweiterung der Zuständigkeit der EU Grundrechteagentur auch auf soziale Menschenrechte.
